Another workaround I discovered after I posted this piece is to manually set the STAR_RESOURCEPATH environment variable to point to the resource file directory. Another feasible workaround I do since ages is to run ooo from within a shell I've sourced the build environment for. Then, it works even with symlinked tools lib.
